Understanding Why Your Passport Photo Was Rejected by the Activation Center

My passport photo was rejected by the activation center, but I thought it was okay. Can you help me understand why?

We apologize for any confusion caused. While your passport photo looks fine, the activation center has requested a photo with a plain background. We suggest that you take a new photo with a good amount of space in the background. If you need any further assistance, please let us know.
